Disrupting Real Positive Transformation at Grassroots in India
By Dr Manish Ranjan, IAS
Commissioner and Secretary to
Government of Jharkhand
Dr Manish Ranjan is from India. With 18 years of leadership experience in public policy and its implementation in India, he has demonstrated significant expertise in implementation of development programs related to democratic governance, conflict resolution, public-private partnership across a wide array of sectors, e.g. education, health, labor welfare, gender equity, poverty alleviation and environment conservation.
Working in the most backward and conflict areas of India, he has contributed to significantly improve matters pertaining to education, health, climate change, child trafficking, labor welfare, industry outlook and heritage conservation.
Nation Building
Throughout my professional career, I have worked towards making India greater and stronger through empowerment of the youth and women towards nation building, leveraging technology to bring positive transformation for reducing poverty and improving quality of life, generating sustainable employment, making education and healthcare delivery more impactful, reducing the brunt of climate change, and ensuring human dignity by reducing child and human trafficking.
I am committed towards the government’s aims towards the economic, social and environmental development goals as laid out in Vision 2024, Vision 2030 as well as Sustainable Development and Climate Change Goals set by United Nations and agreed by the Indian government.
Adherence to ethical practices, building strong character, and developing competence and skills are the mantras of new century.

New India
I envision a more prosperous, healthier, more educated, happier, and scientifically strong India, and all these developments should be inclusive, ensuring equity for the poor, disadvantaged, and marginalized.
The development must take into consideration the ecological ethical practices with equally ensuring intra-generational and intergenerational equity.
India should be re-established as a world leader in several fields. My new India should be progressively democratic, participative, liberal, ethical with strong character, competent, right-skilled, proactive and equitable to be adequately poised to stake its claim as a global leader with conscience.
Always dedicate yourself with deep commitment, and you would fulfil your dreams.
How I See Myself
I consider myself as a conscience leader with judicious mix of character and competence. Some key traits that differentiate me from other public servants are proactiveness, visionary zeal, sincerity and strong belief in keeping my commitment.
I believe in means being equally important as the end, hence one must adhere to the ethical process while reaching the end goals.
I also believe that every human being, irrespective of their status or financial positions, has unlimited unutilized potential to grow, therefore, as a societal leader, I have a responsibility to facilitate an enabling ecosystem for others. This would ensure the nation building.
Inspiration in Life
I get inspired by any individual who is a dreamer, sincere, diligent, hardworking, compassionate, ethical, and committed to fight against any social evil in order to take the nation or society to newer heights.
In my personal life, my parents, teachers, siblings, wife and daughter are my inspiration, while on the professional front, I follow what I learnt personally from three of my great mentors: contingent planning throughout the implementation from Dr. Verghese Kurien, awareness of alternative perspectives from P. Sainath, and pragmatic idealism from Dr. Abdul Kalam.
Once the intention is correct, the unknown forces of universe too start helping you achieving your dreams.
My Share of Challenges
On my professional front, while working in the conflict zones, I always face challenges from various quarters of society, whose existence is threatened by growing transparency and improving governance.
In addition, sometimes the fiscal inadequacy of implementing government programs also brings challenges. However, I have realized that with the commitment to social causes and adequate communication skills, it’s possible to overcome these challenges, both at professional as well as at the personal front.
Be ready to experience short-term pain for long-term pleasure. Do not lose your faith.
Reforms in My Field of Work
Since I work with the Government of India in the spectrum of formulating policies and implementing the Government programs on the ground, I think that the Government programs should be more inclusive and policies be more evidence-based.
A twofold effort should be made to bring about sustainable changes: increasing fiscal capacity of the Government to increase amount of resources that may be spent on core development sectors, i.e. education, health, children and women development, and also implementing evidence-based iterative policy and programs execution evaluations that will ensure the optimal use of resources.
My Message
Adherence to ethical practices, building strong character, and developing competence and skills are the mantras of the new century.
I would also like to tell everyone that everyone faces several obstacles in ones’ life while pursuing ones’ dream. Always dedicate yourself with deep commitment and you would fulfil your dreams. Once the intention is correct, the unknown forces of universe too start helping you achieving your dreams.
Be ready to experience short-term pain for long-term pleasure. Do not lose your faith.
